About the Position: Serve as the Army Emergency Relief Program Officer of the Fort Liberty Army Emergency Relief Program. This position is located in the Directorate of Family Morale Welfare & Recreation, Army Community Services Division, Fort Liberty, North Carolina.

Duties

As Team Leader, ensure the organization’s strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans, and work products and services. Communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Administer the Army Emergency Relief (AER) Program which provides financial assistance to members of the military, both active and retired, and dependents under various types of service connected emergency situations. Maintain the AER account in accordance with established Army and headquarters AER instructions to include Army Relief Made Simple (ARMS) processing program. Responsible for the preparation and maintenance of AER financial records and reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May occasionally be required to work other than normal duty hours.
  • This position has a Temporary Duty (TDY) requirement of up to 10% of the time.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.

Specialized Experience: One year of specialized experience which includes administering a financial assistance program to include determining eligibility, amount of financial assistance required, and determining the length of time assistance should be provided; receiving, disbursing, and accounting for program funds; processing information an automated system such as Army Relief Made Simple (ARMS); and preparing and maintaining financial records, reports, and personal budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). In addition to meeting the above specialized experience, you must possess the below certification: Certification: Must be certified as an Accredited Financial Counselor (AFC) by the Association for Financial Counseling and Planning Education. You will be evaluated on the basis of your level of competency in the following areas: Client OrientationManages Human ResourcesOrganizational AwarenessTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
