This position is located in the Drug Enforcement Administration (DEA), Financial Management Division (FC), Office of Resource Management (FR), Resource and Data Analysis Section (FRC). The Office of Resource Management is responsible for managing DEA's $3.8 billion in resources, and the Resource and Data Analysis Section provides analytics, research, and studies supporting decisions about those resources.

This position's primary purpose is to apply various research methods and analytical tools in the study of operational efficiency and effectiveness and strategic issues to inform DEA strategy, operations, and policies. As a Management and Program Analyst, your typical work assignments may include: Managing multiple projects at various stages at once and assessing priority, importance, and workload, under the advice of your leadership team. Designing and executing studies, analyses, and reviews of a wide variety of programs, services, activities, offices, divisions, budgets, contracts and management issues. Developing detailed plans, goals, and objectives for the long-range implementation and administration of a program, and/or developing criteria for evaluating the effectiveness of a program. Conducting program level data analysis relating to budget data utilizing Microsoft Excel or Power BI, or other standard statistical, financial, graphic analysis, and office tools. Gathering and analyzing data in order to respond to external budget data calls, provide cost estimates for agency programs, initiatives, and activities, and answer questions from leadership about resource utilization.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification. You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to a GS-13. One year of specialized experience for this position includes: 1) Applying a wide range of qualitative and quantitative methods, including statistical analysis, survey administration, and focus group facilitation tools for program analysis and evaluation; 2) Accessing and analyzing financial, budget, and personnel data to prepare reports, communicate findings, and create visualizations or graphic representations of analyses; 3) Making and communicating recommendations to senior leadership and other stakeholders on allocation of resources through written reports and verbal presentations. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
