This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as a Senior Program Policy Analyst and expert adviser to senior leadership within DSCA, across the Defense Department, Department of State (DoS), Congress, Department of Commerce (DOC), Treasury, the National Security Council (NSC), North Atlantic Treaty Organization (NATO), and the Security Cooperation (SC) community.

Duties

As a PROGRAM ANALYST at the GS-0343-15 some of your typical work assignments may include: Proposes, drafts, and coordinates new legislation or policy to address systemic SC Enterprise program development and execution challenges. Chairs the DSCA Policy Integrated Program Team (IPT), integrating policy development and execution across all DSCA and Interagency directorates. Serves as a Senior Policy Analyst and SME across the Interagency directing the development, review, negotiation, coordination, and preparation of policies, senior leaders and Congressional briefings. Serves as SME and adviser to executive management and senior managers and key DSCA, DoD and other Federal personnel decision makers, providing critical assistance on major issues and problems.

Qualifications

You may qualify at the GS-15 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Providing and developing strategic guidance and policies pertaining to one or more areas in security cooperation or foreign military sales and/or experience with Title 10/22 Policy. Policy oversight and maintenance of appropriate manuals Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
