Duties

The incumbent will lead the Election Infrastructure Subsector Risk Management Agency Government Coordinating Council portfolio within CISA's National Risk Management Center (NRMC). NRMC is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to critical infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, State, Local, Tribal, and Territorial (SLTT) government partners, and diverse private sector partners. Typical work assignments include: Serving as an advisor to senior leaders and management by using qualitative and quantitative methods to assess both the efficiency and effectiveness of operations, organizations, and other management issues. Planning and conducting a variety of authoritative, comprehensive, complex and sensitive/classified projects and studies that encompass the analysis and evaluation of the distribution of work. Participating in the development of critical infrastructure risk management reports such as sector specific plans, risk assessments, etc. Conducting formal information studies and mission requirements analyses to determine activity requirements. Working with state election officials to facilitate their access to best practices, DHS assessment and mitigation resources, working with DHS and other federal departments and agencies to develop and maintain a body of knowledge focused on best infrastructure security and cybersecurity practices for election systems, and ensuring appropriate coordination through CISA, the interagency, and the stakeholder community. Coordinating the Department's efforts to provide states election officials cyber expertise and best practices. Improving communication with state election officials in order to provide understanding and actionable information to assist states in strengthening their election infrastructure against cyber threats.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. The ideal candidate will utilize program management and stakeholder engagement skills to oversee the day-to-day functions of a high profile and engaged council. The candidate should not only be able to write and communicate articulately, but also contribute strategically in a fast-paced team environment. You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Ensuring the programmatic and administrative requirements of stakeholder councils are met, including planning for, supporting, and managing stakeholder engagements; and Analyzing, and supporting programs, policies, and guidelines that effect election security activities; and Providing advice to leadership for planning and developing short- and long-range goals for stakeholder activities; and Analyzing, and supporting development of recommendations for stakeholder mitigations to cyber, physical, and operational security infrastructure risks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
