The primary purpose of this position is to serve as an Aerial Port Planner for a Major Command (MAJCOM) headquarters to coordinate air mobility operations planning, programming, policy, and compliance in the assigned area. Develops, evaluates, and directs overall aerial port air transportation management policies and programs applicable during contingency operations

Duties

Performs MAJCOM Functional Area Manager (FAM) duties as defined in AFI 10-401. Develops, evaluates, and refines methodology for sizing aerial port capabilities (personnel, vehicles, and equipment) for Operational Plans (OPLANs). Performs as the Air Force Air Transportation (2T2) Global Force Manager (GFM).

  • The employee is required to obtain and maintain an appropriate security clearance as a condition of employment.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of aerial port transportation policies, principles and methodology including mobility operations to evaluate concepts of operation for air transportation in the deployment of US forces over the USTRANSCOM lines of communication such as established channel routes, CONUS and theater APOE/Ds, and Arrival/Departure Airfield Control Group (MDACGs). In depth knowledge of all modes of transportation to include such factors as foreign government requirements, customs processing, and DOD policies and the limitations/capabilities of the different modes and systems. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the planning process, mobility/exercise planning and coordination, and execution of contingency airlift; including relationships between the various planning processes in order to develop effective plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of the air transportation mission, roles, functions, organizational structures, and operations for organizations that govern, interface with, and/or influence the agency transportation/logistics management process. Prior experience with management planning and logistics issues associated with substantive aerial port operations is highly desirable. Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, mobility operations; and related administrative programs such as PPBS, acquisition, and workforce development and training. Ability to plan and conduct comprehensive studies; and prepare solutions to especially broad, important, and severe military operational and contingency areas. Ability to organize, formulate, develop, analyze, review, plan, and coordinate air transportation operational requirements, data, policies, and procedures; including working knowledge of various computer systems that pertain to logistics management and air transportation operations and those systems required to perform the work. Skill to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
