Duties

The primary purpose of this position is: To serve as Deputy Director of the Command and Control Policy Directorate sharing with the Director the full scope of responsibility for directing the activities of the directorate and in the director's absence, possesses the same authority and prerogatives. With the director, the position directs and supervises 350 personnel in the command and control {C2) directorate responsible for all C2 functions supporting over 340 worldwide AMC missions daily. Exercises second level supervisory and managerial authorities. Duties: Works with the Director in planning, organizing and overseeing 618 AOC TACC Command and Control Policy Directorate (C2) functions to execute AMC's global mobility mission. Participates with the Director in the exercise of supervisory personnel management responsibilities. Represents, advocates, and serves the C2 Policy Directorate and/or 618 AOC (TACC) as the Subject Matter Expert (SME) on Global Mobility C2 at strategic, operational, and tactical levels with the full spectrum from installation, functional area organization, and higher level DOD agencies. Provides C2 IT program recommendation for acquisition, development, and Implementation of C2 IT systems critical command and control operations of AMC global mission requirements.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

Conditions of Employment Continued: This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated as a Key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal; demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Serves as subject matter expert and to oversee the work of an organization responsible for developing and implementing technical integration, modernization efforts, data management, transportation, security, budgetary practices, policy, procedures and guidance necessary for effective and efficient support of worldwide command and control of cargo, passengers, logistical support within the global command and control system; Knowledge of Safety and Security regulations, Ability to effectively assess organize, plan and direct all the functions of a directorate to include knowledge of resource/financial management, principles and practices of personnel management, EEO regulations, practices and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DOD, Joint, Air Force, and major organization operations, practices, policies, and procedures to effectively cultivate improve and enhance senior leadership command and control situational awareness, adjust operations in support of short and long range goals/priorities. 2. Knowledge of concepts to serve as subject matter expert and to oversee the work of an organization responsible for developing and implementing technical integration, modernization efforts, data management, transportation, security, budgetary practices, policy, procedures and guidance necessary for effective and efficient support of worldwide command and control of cargo, passengers, logistical support within the global command and control system. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to effectively assess organize, plan and direct all the functions of a directorate to include knowledge of resource/financial management, principles and practices of personnel management, EEO regulations, practices and procedures. 5. Ability to plan, organize, and direct global C2 mobility activities and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
