Duties

The primary purpose of this position is: To serve as Training and Standardization Manager providing core instruction to new branch hires and continuation training to fellow GS-12 and GS-13 employees. Duties: Serves as Training and Standardization Manager for 618 Air Operations Center, Diplomatic Clearance Branch (618 AOC/MODZD), ensuring Diplomatic Clearance Branch specialists are trained to Combat Mission Ready (CMR) status incompliance with guidance from AOC Commander. Represents HQ AMC and the 618 AOC as the Training and Standardization Manager for the Diplomatic Clearance Branch. Serve as Diplomatic Clearance Specialist for the 618 Air Operations Center Operations Officers on all Diplomatic Overflight and Landing Clearances in sovereign national airspace. Analyzes, revises and validates the training and standardization processes, to support AMC's global mission. Responsible for reviewing mission details and maintaining quality control of the international diplomatic clearance coordination and aircraft requirement processes. Communicates verbally and in writing with US Embassy Defense Attaché Officers (DAOs) and other key personnel worldwide in order to secure international diplomatic clearances for Air Mobility Command, Air National Guard, and Air Force Reserve, and other Command aircraft supporting AMC's global mission.

  • Incumbent acts as the Diplomatic Clearance Branch Chief in his or her absence, and in the absence of GS-13 supervisors.
  • Must be able to obtain and maintain a Secret Security clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Shift work may be required which may include overtime and/or irregular hours.
  • Incumbent will be encouraged to work different shifts to ensure all requirements for each shift are codified, trained, and held to an established standard.
  • Office is manned 24 hours per day, 365 days per year.
  • Temporary operations may be required at alternate locations during emergencies and / or contingencies.

Qualifications

Conditions of Employment Continued: This is a Competitive Promotion NTE: 180 Days. The individual selected for this position may be extended or made permanent without further competition. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. This is a Key position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations: expert knowledge of Air Force and command program goals and objectives, sequence and timing of key operational events milestones, and methods of evaluating the effectiveness of planning and training actions related to actual events; and relationship of various command entities involved in overall program planning and execution of military operations and evaluations; expert knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of complex command level plans and programs for conducting major air mobility and refuel operations, including the primary focus area of interfacing with worldwide Defense Attaché Offices in acquiring military overflight, landing and blanket diplomatic clearances. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Air Force and command program goals and objectives, sequence and timing of key operational events milestones, and methods of evaluating the effectiveness of planning and training actions related to actual events; and relationship of various command entities involved in overall program planning and execution of military operations and evaluations. 2. Expert knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of complex command level plans and programs for conducting major air mobility and refuel operations, including the primary focus area of interfacing with worldwide Defense Attaché Offices in acquiring military overflight, landing and blanket diplomatic clearances. 3. Expert knowledge of the application of US military operations as it applies to assigned programs; planning, organizing, and developing studies or projects, enabling effective negotiation with management to accept and implement recommendations, where proposals may involve substantial resources and may require extensive changes in established concepts and procedures. 4. Knowledge of a range of administrative laws, policies, regulations, and precedents applicable to assigned programs; to include training and understanding of mission-essential tasks, safety and security regulations, practices and procedures dealing with obtaining aircraft clearances; aircraft performance capabilities and limitations; and aircrew flying limitations and crew rest requirements; and knowledge of the Global Decision Support System and how it interfaces with Aircraft and Personnel Automated Clearance System (APACS). 5. Ability to plan, organize, and direct training, work standardization, and continuous process improvement capabilities of a 20-30 person office. 6. Ability to communicate effectively, both orally and in writing and provide training proposals and recommendations to higher level supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
