About the Position: Oversees six Department of Army civilian employees engaged in complex operation of the installation postal system; schedules compliance and policy inspections; and programming of resources supported units and organizations.

Duties

Recommends policy changes affecting all aspects of mail operations and is responsible for policy and procedures governing the postal and distribution systems. Recommends and implements current and long-range policies/programs within the framework of the branch and division. Plans and coordinates postal services to meet the installation's criteria and to comply with the legal and regulatory requirements of Department of the Army (DA), Department of Defense (DOD) and United States Postal Service (USPS). Oversees Department of Army civilians employees engaged in complex operation of the installation postal system.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position requires the completion of a pre-employment to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Specialized Experience: One year of specialized experience which includes experience managing a postal operations program; developing local policies and procedures for processing official mail, accountable mail courier, and express mail; preparing correspondence related to postal changes; and evaluating the efficiency of mail operations to identify problems and/or make recommendations for change in methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementLeadershipManages and Organizes InformationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
