This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as a program lead responsible for Institutional Capacity Building (ICB) knowledge and data governance to ensure stakeholders understand the processes and procedures to achieve value through ICB knowledge.

Duties

As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include: Contributes to the development of ICB and SC guidance by identifying and recommending information/data requirements based on analyses of trends related to the development of the field and practice of ICB. Facilitates the creation of knowledge management policies, practices, and procedures with ICB implementing organizations to manage knowledge and data management for ICB and in support of wider Defense Security Cooperation University (DSCU) efforts. Creates guidelines and practices for what information is captured, by whom, its integration within the broader ICB context for information flow, expectations, timeliness for updating, and how it informs other parts of the DSCU. Provides leadership in the use of traditional and digital approaches to implement innovative, creative, and effective strategies to capture, interpret, and share technical knowledge. Oversees and inputs data related to supporting management of best practices and lessons learned based on an analysis of ICB scoping, analysis, assessment, monitoring and reporting, evaluations and related products as warranted with ICB implementing organization staff.

Qualifications

You may qualify at the GS-13 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying knowledge management policies, practices or procedures to identify the information that should be captured, analyzed, and shared for the development of security cooperation (SC) or Institutional Capacity Building (ICB) programs Applying analytical and evaluative techniques to evaluate the effectiveness of knowledge or data management processes. Entering data into web-based databases in support of information sharing with stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
