This position is located in the Grants Management Program (GMP), Division of Extramural Activities (DEA), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), U. S. Department of Health and Human Services (DHHS).

Duties

As a Supervisory Grants Management Specialist your duties will include, but are not limited to the following: Assist senior program and grants management staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, Funding Opportunity Announcements (FOAs), Requests for Applications (RFAs), Program Announcements (PAs), etc; Provide and coordinate with Program Divisions and other ICs appropriate co- funding documents to ensure accurate funding; Evaluate the overall effectiveness and quality of NIAID grants management with the DEA Division Director and the GMP Program Director by planning, designing, and executing ongoing internal audits; and based on findings, initiates corrective actions that may require changes or modifications to policies or procedures, retraining, etc. Develop or recommend new or modified policies, procedures, or internal controls concerning grants management and administration; with the GMP Program Director, develops NIAID policy responses to DHHS and NIH requests for input into proposed new and revised grants policies and procedures; develops GMP and DEA policies, guidelines, and standard operating procedures and helps develop and provide training for internal staff, NIAID extramural staff, and grantees to ensure compliance with applicable grants management regulations and policies; and provides interpretation of regulations and directives as they relate to NIAID assistance programs. Coordinate with scientific divisions, legal counsel, audit, and other activities, and coordinates with the Office of Communications and Government Relations (NIAID/OD/OSMO/OCGR) for notification and NIAID press releases; Serve as a senior GMP representative and advisor to all respective committees and groups that function as reviewing, priority setting, and funding bodies; As Branch Chief of DEA/GMP/GMRS-E, the incumbent performs a wide range of advisory and representational, program management, and supervisory/managerial tasks and assignments.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

To qualify for the Supervisory Grants Management Specialist GS-1109-15 level, you must have: One year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership and oversight to support grants administration programs; assuring that grant awards are issued in accordance with applicable laws, regulations, and policies; analyzing new or proposed grant-related legislation in order to develop or update grant policies/procedures; providing advice and guidance to senior managers on grant policies and program plans and/or strategies; evaluating issues of concern involving grant personnel and recipient organizations, and render decisions on appropriate terms and conditions of award.
