This position is located within the Grants Management Branch (GMB), Division of Extramural Activities (DEA), National Institute on Deafness and Other Communication Disorders (NIDCD), National Institutes of Health (NIH). The incumbent serves as the Chief of the GMB and as the NIDCD Chief Grants Management Officer (cGMO) with responsibility for providing expert advice to top NIDCD staff, formulating grants administration policy, and providing leadership and direction to a staff.

Duties

Responsible for planning, organizing, coordinating, monitoring and evaluating the overall grants process to ensure all required business management actions are performed by the grantee and the government in a timely manner, both pre and post award. Identifies and recommends areas within the GMB, which require new or revised policies or procedural guidelines. Coordinates and develops policies, procedures, guidelines, and internal controls for grants management activities. Responsible for the control of and reporting on the status of all fiscal funds related to the extramural program. Provides advice, interpretation and guidance on statutes, regulations and procedures as they relate to grants in general, and/or to specific complex grant proposals or awarded grants. Composes and coordinates the preparation of material to be included in informational and procedural statements concerning the grants management aspects of the Institute's programs. Reviews proposed audit exceptions involving grantee institutions and participates in negotiating the resolution of issues. Responsible for the content of the official grant files by assuring inclusion of all material and documentation required by DHHS policy. Exercise leadership and responsibility for planning, organizing, coordinating, monitoring, and evaluating the overall grants process. Plan and assign work to subordinates based on priorities, and the capabilities of employees.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing administrative and technical supervision over staff pertaining to grants administration laws and regulations; identifying trends and emerging problems in grants compliance-related areas which may impact grants compliance approaches; developing and implementing grants compliance policies, guidelines, procedures and internal controls; formulating new and modified grants compliance policies and procedures; providing advice to senior management officials regarding the need for, or implementation of new and modified grants compliance policies and procedures.
