The incumbent serves as Division Director to oversee the Divisions' activities, provide administrative and technical supervision over the Division staff, coordinates activities with other OPERA divisions, and serve as a liaison and advocate to the extramural community.

Duties

As a Supervisory Grants Management Specialist, some of your duties and responsibilities will include, but are not limited to the following: Supervise subordinates and provide policy and program objectives, assign tasks and evaluate performance of subordinate staff members. Serve as authority for NIH on foreign government interference, research misconduct, and harassment (FIRMH) compliance issues as they relate to DHHS, PHS, and NIH policies, guidelines and procedures. Develop and implement guidelines and policies to ensure appropriate stewardship and oversight of Federal assistance programs both internally and externally. Develop, implement, and enforce a grants compliance partnership with the biomedical research (recipient) community, related to (FIRMH) issues. Develop and implement a proactive grants compliance program and develop and enforce a reactive grants compliance program as necessary to deal with acts/allegations/reports of FIRMH noncompliance. Develop procedure for conducting compliance and oversight reviews and coordinate the review of institutional compliance and oversight programs.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing administrative and technical supervision over staff pertaining to grants administration laws and regulations; identifying trends and emerging problems in grants compliance-related areas which may impact grants compliance approaches; developing and implementing grants compliance policies, guidelines, procedures and internal controls; formulating new and modified grants compliance policies and procedures; providing advice to senior management officials regarding the need for, or implementation of new and modified grants compliance policies and procedures.
