About the Position: This job announcement is for a Program Analyst, GS-0343-12 position with the U.S. Army Corps of Engineers, Rock Island District.

Duties

Maintain awareness of District project/study activities in the various planning, design, construction, and operating stages. Perform a full-range of programs analysis documentation and reporting involving budgetary cost estimates, and scheduling. Advise management on controversial issues relevant to programming activities. Prepare detailed analyses and estimates of annual funding needs for budget year appropriations. Evaluate activities for achievement of operation objectives and goals. Prepare justification materials for study/project cost estimates for request for agency appropriations. Maintain liaison with Division and District personnel for securing information on program/budget activities and requirements, Make recommendations and proposals for new starts, relative need and importance of various projects, economic justifications and environmental impact, comparative costs, and conformance with applicable criteria.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
