Duties

Oversees the development of processes and guidance for ASC contracts, specifically logistics (supply, maintenance and transportation) and food service. Leads selective projects that are sensitive in nature, highly complex, and require extensive and delicate coordination. Serves as a second line supervisor, managing and overseeing the Contract Management Directorate. Assures that subordinate supervisors effectively carry out policies to achieve management objectives in such areas as labor management relations and equal employment opportunity. Exercises delegated authority to select, reassign, promote, discipline, set performance standards, appraise the performance of, and approve performance-based awards. Provides advisory services to key HQ ASC staff on acquisition management and oversight, techniques, and special command relationships and organizational alignments. Plans, develops, and refines command policies, criteria, and procedures relating to acquisition management and oversight. Conducts and directs the conduct of special projects and preparation of documentation for acquisition-related actions. Participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary ones and achieve optimum content in those remaining. Provides technical recommendations to achieve improved effectiveness, efficiency, and economy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret security clearance for the duration of the appointment.
  • A one-year probationary period to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires business travel of 25% of the time.
  • This position requires an Advance Level Certification in Program Management- within 48 months of entrance on duty.
  • This is a Critical Acquisition Position (CAP). Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • This position requires pre-employment financial disclosure (Financial Disclosure Statement OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
