These positions are located in the Division of Receipt and Referral (DRR), Center for Scientific Review (CSR), National Institutes of Health (NIH) and carry out duties related to the oversight and administration of the scientific review activities assigned to the Institute or Center (IC) involving a wide variety of grant and contract programs designed to support social and behavioral sciences/biomedical research and research training.

Duties

Appoints and manages review panels, including identification of qualified reviewers to evaluate all applications and proposals, and draws upon personal knowledge as a scientist, as well as recommendations from appropriate program officials, to assemble a balanced group of experts and consultants. Establishes the criteria and standards for the review panel to follow based upon expert knowledge of the relevant scientific fields and of review policies and procedures. Prepares summary statements of review committee findings and recommendations for use by an advisory committee. Orients new review members and ensures continuity in their approach toward evaluating applications and proposals, as well as adherence to peer review policies and procedures. Develops close working relationships with scientists in the field of interest and develops knowledge of comparative competencies of all scientists and clinicians working in the fields of interest in order to recommend for peer review service outstanding candidates from diverse scientific disciplines. Participates in project site visits and selects the best qualified review committee member(s) and outside consultants to join in these visits. Leads staff meetings on matters related to changes in policies and procedures.

Qualifications

You must meet at least one of the following basic Office of Personnel Management prescribed occupational series requirements (GS-0101, GS-0601) described in the following two questions. You do not need to meet the requirements for both occupational series. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed. FOR THE GS-101 SERIES: In order to qualify for a Social and Behavioral Scientist Administrator (Scientific Review Officer) in the GS-101 Social Science Series, you must: A. have a bachelor's or graduate/higher level degree in the behavioral or social sciences, or related disciplines appropriate to this position; OR B. have a combination of education and experience that provided me with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR C. have four years of appropriate experience demonstrating that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. FOR THE GS-0601 SERIES: In order to qualify for a Health Scientist Administrator (Scientific Review Officer) in the GS-601 General medical and Healthcare Series, you must have a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. In addition to the education requirements, in order to qualify at the GS-15 level, you must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service obtained in either the private or public sector. This experience must meet either the Direct/Independent Research or the Research Administration/Extramural sections below. Choose the one answer that best describes how you meet the additional qualification requirements for a Social and Behavioral Scientist Administrator/Health Scientist Administrator, GS-0101/0601-15 as described in the vacancy announcement. A. Direct/Independent Research Qualifying Experience - Applicants must meet all experience requirements in this section: - Responsible for managing large and diverse health-related research programs having national or international collaborations, scope, and impact; - Responsible for the development of plans to resolve major organizational and operational problems, and the allocation of funds among competing programs; - Recognized as a distinguished scientists with major research experience and accomplishments, including membership in prestigious national professional organizations or societies; - Served as an organizations' s representative on permanent and ad-hoc committees established to evaluate research issues; and - Published extensively in leading scientific journals. Typical qualifying positions include Professor and/or Department Chair, Laboratory Chief, Director of Research or equivalent. B. Research Administration/Extramural Qualifying Experience - Applicants must meet at least three (3) experience requirements in this section: - Establish criteria and standards for others to follow in planning and evaluating research projects; - Evaluate the significance of emerging fields, trends and the quality of research within the field in meeting an organization's mission and objectives related to program planning or review administration; - Initiate action among a variety of governmental or nongovernmental interests to bring research and research administration deficiencies, inadequacies, and new developments into sharper focus to redirect research programs and/or review efforts; - Manage a unit focused on scientific programs or scientific review to include leading or supervising staff.
