This position is within the NIMH Human Research Protection Branch (HRPB) within the Office of Clinical Research (OCR). The HRPB is responsible for the oversight of human research protection and data and safety monitoring at NIMH. This includes ensuring ethical treatment and safety in all NIMH-funded studies with human participants.

Duties

Provides guidance, advice, analysis, and assistance to program leadership concerning significant social and/or behavioral science policy issues affecting NIMH, NIH, and the national biomedical/social/behavioral research communities. Independently leads and manages programs and initiatives in providing thorough and expert analysis and policy advice on social and behavioral research and social science policy issues. Serves as an expert and lead in applying mastery knowledge of, and professional skill in, human research protection and behavioral and social sciences research to advise on science policy development, social and behavioral, and translational health research portfolio analysis, and evaluation of social and behavioral research and biomedical health programs and initiatives. Using advanced knowledge of regulations and policies and social and behavioral health research informed by an awareness of current initiatives ongoing within the NIMH and NIH, independently initiates, designs, and updates a continuing process to identify research priorities in support of human research protection planning process of the NIMH and NIH. Oversees and collaborates in conducting in-depth analyses of significant scientific/health and policy issues and subject matter areas to guide the research agenda and proactively influence and participate in developing plans, priorities, and initiatives. Functions as an authoritative expert in planning, designing, and conducting comprehensive studies and analyses of human research protection and science policy issues. Continuously monitors the science policy landscape through consultation, synthesis, and analysis, as well as through collaboration with other experts and analysts throughout the NIMH, NIH, and scientific community. Serves as an expert and recognized authority on science policy analysis and works collaboratively across the NIMH on special initiatives. Identifies and conducts extensive analysis of trends and emerging or potential problems and opportunities in science policy areas that may have implications for the programs. Independently prepares a broad range of recurring and special documents and position papers containing substantive scientific information and other program data, related fiscal data, and policy options. Maintains authoritative professional knowledge of scientific research programs and their policies and practices related to the various trans-NIMH and NIH research efforts.

Qualifications

Individual Occupational Requirement for the Social Science Series (101): Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. At The GS-14: You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing expertise on social and behavioral science policy issues involving clinical research on mental health; identify research priorities for human research studies involving social and behavioral health research; developing written documents and reports to communicate information on social and behavioral science programs, policies, and issues; and collaborating with management officials, staff, and other organizations on social and behavioral science policy issues involving research programs on mental health.
