The Chief Officer for Scientific Workforce Diversity (COSWD) Office leads NIH's effort to diversify the national scientific workforce and expand recruitment and retention. Duties

As a Supervisory Social Science Analyst (Deputy Director), your duties will include, but are not limited to the following: Directing COSWD's legislative affairs portfolio, including preparing reports and other information for Congress, responding to congressional inquiries, and analyzing legislative proposals for the COSWD Directing COSWD's national outreach program, including: interfacing with stakeholders, leading the development of policy products in collaboration with ICO partners, and organizing national meetings. Identifying significant policy issues, evaluating their impact on NIH and the national effort to ensure the best creativity and innovation in science via a diverse workforce; and overseeing the development and dissemination of NIH policy positions consistent with those established at higher levels of HHS and the U.S. Government. Directing the preparation of papers, briefings, reports, and other materials for the use by the NIH Director and other senior NIH officials. Identifying financial, staffing, and resource requirements for COSWD and ensuring these resources are managed to meet immediate and long-term needs. Supervising staff assigned to the Office either directly or through subordinate supervisors.

Requirements

Qualifications

Education Requirements: You qualify at the GS-15 level, if you meet one of the following education qualification requirements: You have a bachelor's or graduate/higher level degree in a major study in an academic field related to the behavioral sciences or social sciences, appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR You possess a combination of education and experience that provides the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR You have four (4) years of appropriate experience demonstrating the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Additional Requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: leading the analysis of health-related (e.g., behavioral, social) research policies, programs, and procedures. This specialized experience includes responsibilities such as: summarizing and explaining analytical reports on the implications of ethical, legal, and social issues surrounding research activities; developing and implementing policies, programs, and procedures to guide biomedical, behavioral and social research, particularly as it pertains to assuring a broad variety of perspectives in the scientific workforce; collaborating with senior-level leadership to identify long-term plans for biomedical, behavioral and social science research to enhance a broad variety of perspectives in the scientific workforce, planning, organizing, and coordinating technical programs or projects involving biomedical, behavioral and social science. A combination of education and specialized experience that meets the qualification requirements for this position.
