The primary purpose of this position is: Serves as the AF Lead for ensuring equitable representation of Rapid Global Mobility forces within the AF enterprise-wide integration and future force design initiatives. The division's representative at meetings, effectively conveying the developmental progress of USAF Mobility Air Force (MAF) aircraft operational capabilities.

Duties

Applying Air Force military rated aviator expertise, performs a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have major impact on national defense policy in the development of long-range plans and programs. Exercises supervisory personnel management responsibilities. Serves as Rapid Global Mobility forces subject matter expert on various strategy and/or process-oriented concepts, issues and technology working groups. Supports the Deputy Chief in command resource allocation and control work and liaison efforts with HQ USAF program monitors and the Air Force manpower resource controller to assure accurate and equitable allocation to the command. Participates with the Division Chief, Rapid Global Mobility Capability Development Team in the exercise of supervisory personnel management responsibilities.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

Conditions of Employment Continued: "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of USAF rapid global mobility mission, encompassing its force composition and requirements essential for meeting the force application needs outlined in the national security and defense strategy, as well as addressing the demands of strategic and regional Combatant Commanders worldwide and thorough knowledge of the missions, roles, functions, organizational structures and operations of the DoD, Air Force, joint organizations, particularly in relation to military operations, capabilities, capability development, and principles of capability employment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of command structure, mission, technology initiatives, organizational relationships, program goals and objectives, sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 2. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvements of plans programs, and procedures for conducting major operations such as competition, conflict, military operations other than war, mobilization, and development. 3. Expert knowledge of the Department of Defense's Joint Capabilities Integration Development System (JCIDS), planning, programming, and budgeting systems (PPBS) and the DAF's policies, procedures, and timelines for formulating Program Objectives Memorandums (POMs). Budget Estimates submissions and financial plans in support of competition, conflict, major war time scenarios, mobilization efforts, and various contingency and operational plans. 4. Skills in managerial and coordination tasks, enabling the oversight and assessment of numerous studies related to future capability requirements, despite multiple uncertainties such as mission changes, evolving technology, and conflicting organizational priorities. 5. Skills to apply rapid global mobility experience and expertise to technology developmental programs and weapons systems. Ability to plan, organize, direct program functions, mentor, motivate, lead staff, and communicate (orally and in writing) clearly, concisely and with technical accuracy. 6. Military rated aviator experience and expertise (e.g., pilot, navigator, flight engineer, loadmaster, boom operator) are highly desired to the successful completion of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
