The National Institutes of Health (NIH), Management Intern (COTA) program is known for developing future administrative professionals and leaders. This highly competitive program offers a few outstanding NIH employees the two-year opportunity to rotate through different administrative career fields and gain invaluable insight into the NIH. The Management Intern program is looking for individuals who thrive in a fast paced envrionment and are passionate about their professional development.

Duties

As a Management Intern, you will work in various functional rotations in a variety of NIH administrative management areas for two years. Program features also include access to a senior-level mentor, an individual training budget, an opportunity to participate in challenging projects and committees, andface-to-face interactions with NIH leaders. You will develop an Individual Development Plan (IDP). The plan will specify developmental assignments involving on-the-job training and formal training courses. You will participate in a variety of training and discussion groups, and receive classroom education to support and augment your development. Your Performance Management Appraisal Plan (PMAP) will cover each year of the training period. The plan will specify the performance goals for each year based on developmental assignments and work goals. You will gain qualifying experience in a target position at the NIH. You will be required, with the assistance of your mentor, to locate a position, upon completing the program . Placement in the target position will require at least a Fully Successful rating for each year of the training period. At the end of the training program, you will work with your mentor to find an appropriate placement in an Institute's administrative organization.

• U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
• Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
• Males born after December 31, 1959 must be registered with the Selective Service.
• Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.

Qualifications

You qualify at the GS-7 level, if you meet the following qualification requirements: You must currently be in a GS-7 through GS-12 grade level, or Wage Grade equivalent position AND have been an NIH employee for at least the previous 52 weeks. You qualify at the GS-9 level, if you meet the following qualification requirements: You must currently be in a GS-9 through GS-12 grade level, or Wage Grade equivalent position AND have been an NIH employee for at least the previous 52 weeks. You qualify at the GS-11 level, if you meet the following qualification requirements: You must currently be in a GS-11 through GS-12 grade level, or Wage Grade equivalent position AND have been an NIH employee for at least the previous 52 weeks. The COTA allows for a time-limited suspension on experience requirements specified in the OPM Qualification Standards so that you may receive intensive developmental assignments to prepare and qualify for the targeted series and grade. To be considered for the position, you must: Be continuously employed by the NIH for the previous 52 weeks with no break in service within 30 days of the announcement closing date. Be able to work full-time. Be a GS-7 through GS-12, or a wage grade equivalent. Have competitive status or be serving under an excepted appointment without time limitations under Schedule A Authorities for the disabled or the Veterans Readjustment Act. Demonstrate the skills necessary for development of and entrance into technical, administrative or professional careers; and have a current record of performance that is acceptable. Promotion into this position is not authorized. If selected, you will be reassigned to the GS-7, GS-9, or GS-11. Management Interns are voluntarily changed to a lower grade with pay retention, if appropriate. The target position is Management Intern GS-11 which is the highest grade assigned in the Management Intern program. The full performance level (FPL) of the position is to the GS-12 which may be awarded to those who qualify upon successful completion of program. If you currently hold the following grades, GS-7, GS-9, GS-11, you WILL be considered at your CURRENT grade and/or any lower grade to which you apply. If you are a GS-8, GS-10, or GS-12, you WILL be considered at one grade lower than your present grade and/or any lower grade level to which you apply.
