You will serve as a Senior Advisor to NCI's Chief of Staff and senior leadership in developing, implementing, and managing NCI's business and administrative programs and strategies that directly affect the institute's ability to carry out its programmatic mission. This position is located in the Office of the Director, (OD), National Cancer Institute (NCI), National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS).

Duties

Serves as a senior advisor and technical expert and is responsible for training and mentoring employees in a broad range of critical program and contract management functions. Works closely with NCI's Chief of Staff to ensure that priorities are implemented and that operations and services are comprehensive, effective, efficient, and responsive. Provides management direction, coordination, and guidance to NCI's senior leadership with regard to risk assessment and quality control of NCI programs and their interaction with NIH programs and systems. Serves as a resource and advisor to the Chief of Staff and senior Contract Specialists and Contracting Officers as an authority on contractual matters and the interpretation of NIH and Federal procurement policies and regulations. Analyzes agency-wide programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing, implementing, and managing business and administrative programs and strategies for an organization; providing guidance to management officials on the development, implementation, and integration of organizational programs and policies; providing strategic planning, analysis, evaluation, and coordination activities to support organizational programs; and conducting analyses of operations, services, and management controls to ensure effectiveness and efficiency in meeting organizational goals and mission responsibilities.
