Duties

As a Legislative Analyst, you will be responsible for serving as the NIH legislative liaison concerning legislative policy and program issues that may affect NIH programs and activities. Some of your major duties and responsibilities include: Serving as legislative staff for the Office of the Director and the NIH on matters of a congressional or legislative nature. Providing top-ranking officials within NIH, HHS, the White House, and Congress timely information, advice, or data to related to NIH research programs. Analyzing pending legislation or legislative proposals; identifying and developing critical analysis for NIH officials on areas of concern and/or emerging issues that may affect NIH research programs. Preparing position statements on pending legislation; drafting testimony or statements for the NIH Director or other senior official; and developing special staff documents, or other papers concerning NIH interests, activities, and relationships.

Qualifications

The incumbent of this position coordinates the preparation and communication of legislative documents and processes related to the operations of the National Institutes of Health. While not required, the ideal candidate will have experience working with elected officials, their staff, or a committee/caucus of a legislative body and drafting legislative or advocacy statements for distribution to constituents or member organizations. You qualify at the GS-11 level, if you meet one of the following qualification requirements: One year of specialized experience equivalent to the GS-09 grade level in the Federal service obtained in either the private or public sector, performing the following types of tasks: identifying legislation that impacts an organization's programs and resources; assisting in preparing special project reports; comparing legislative bills, health program budgets, and impact statements. OR Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related, OR A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-12 level, if you meet the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service obtained in either the private or public sector, performing the following types of tasks: identifying and tracking legislation that impacts an organization's programs and resources; evaluating legislative proposals regarding public health matters against the current practices of an organization; preparing special project reports on issues relating to public health policy; analyzing and comparing legislative bills, health program budgets, and impact statements. You qualify at the GS-13 level, if you meet the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service obtained in either the private or public sector, performing the following types of tasks: drafting briefings, reports, and testimonies on legislation affecting public health; formulating positions regarding public health policy and legislative issues; briefing and preparing an organization's senior leadership for presentations (e.g., testimony or statements) on legislation affecting public health; tracking the legislative process, including hearings, committee mark-ups, floor actions, and conference committee actions; interpreting, assessing, and recommending appropriate legislative courses of action with respect to an entity's initiatives.
