About the Position: Serves as Plans Specialist within the Directorate of Plans, Training, Mobilization and Security (DPTMS) and responsible for formulating, writing, updating, maintaining, rehearsing, and publishing the Crisis and Consequence Management Plans.

Duties

Provide Installation wide guidance to protect military, civilian personnel and installation assets. Serve on committees and working groups to gather, consolidate and develop an effective installation-planning program (Domestic/Contingency/Emergency Management). Conduct detailed analysis of security and emergency response plans to ensure they meet standards required by an agency. Assist with the implementation and operation of policies and procedures governing the Crisis and Consequence Management Programs. Conduct on-site physical security, vulnerability and risk assessments inspections and provides recommendations to correct deficiencies and shortcomings.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has been identified as being a Key Position under the provisions of AR 690-11, Mobilization Planning and Management.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: security management or emergency management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Information ManagementPlanning and EvaluatingTeamworkTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
