This position supports a variety of workforce management programs to maximize the effectiveness, engagement and productivity of the NIH Clinical Center and its staff. The ideal candidate is proficient in data management systems such as Microsoft Excel, PowerPoint, and Power BI.

Duties

If selected for this position as a GS-0301-13 Program Specialist (Workforce Management), your duties may include, but are not limited to, the following: Coordinate employee recognition and engagement programs to include awards, and/or engagement surveys. Manage workforce management programs by identifying workforce management needs, deficiencies, and resource requirements. Serve on various workgroups on workforce management issues. Use qualitative and/or quantitative methods to assess and provide recommendations for improvement of workforce management programs, processes, and systems. If selected at the GS-12 grade level, you will essentially perform the same duties as those described above; however, duties will be less complex and will be performed under closer supervision with more detailed guidance.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • A one-year probationary period may be required upon selection/placement.

Qualifications

You qualify at the GS-12 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Assisting with workforce management programs and employee recognition/retention programs (e.g. awards, engagement surveys, annual personnel performance evaluations, training programs, etc.); 2) Gathering workforce data used for reporting to leadership; 3) Using data management systems (e.g. Microsoft Excel, Power BI, PowerPoint) to run workforce reports/spreadsheets and organize data. You qualify at the GS-13 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Implementing workforce management programs and employee recognition/retention programs (e.g. awards, engagement surveys, annual personnel performance evaluations, training programs, etc.); 2) Gathering and analyzing workforce data used for reporting to leadership; 3) Identifying trends and providing reports and recommendations; 4) Using data management systems ( e.g. Microsoft Excel, Power BI, PowerPoint) to create workforce reports/spreadsheets and presentations for leadership, organize data, and present findings.
