This position is located in the Office of the Director (OD), Office of Legislative Policy and Analysis (OLPA).

Duties

As a Legislative Analyst, you will be responsible for serving as the NIH legislative liaison concerning legislative policy and program issues that may affect NIH programs and activities. Some of your major duties and responsibilities include: Lead a team in providing analysis, development and implementation of legislation related to policy matters. Develop briefing materials for high ranking NIH staff and principals to be used to prepare for congressional hearings Identify areas of concern and interest related to research programs at NIH. Review and develop materials to explain NIH and biomedical research to members of congress.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: recommending legislative strategies to principals on biomedical research, public health, mental, or behavioral health policies or practices; identifying areas of interest or controversy and proposing related policies for legislative vehicles (i.e., bills, amendments, nominations); and preparing a principal for legislative hearings and sessions, including the development of background materials and statements.
