This position is located within the Office of Ethics (OE), Office of Science Management and Operations (OSMO), Office of the Director, National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), US Department of Health and Human Services (DHHS).

Duties

If selected for the position, you would perform the following duties: Provide assistance and support to the Director, OE, on the various elements of the NIAID Ethics Program. Review and identify unclear or undefined policies and meets with appropriate individuals to discuss and formulate proposed policy. Provide advice and counsel to managers, supervisors, and individual employees on the statutes and regulation governing conflicts of interest, representational activities, salary supplementation, post-employment restrictions, political activity, and related ethic issues. Develop and implement an education and training program regarding ethics, political activity, and related topics. Provide management/coordination/support for special projects delegated to the OE. Responsible for researching and determining the appropriate mechanisms under which the Director, NIAID should participate in activities with outside organizations in adherence with regulatory and statutory guidelines. Develop, recommend & implement immediate and long-term program plans to strengthen and enhance communications between the NIAID Ethics Office and NIAID employees, as well as enhanced communications and collaborations between the Institute and outside entities, scientific and professional organizations, and Federal agencies. Establish priorities to ensure high quality "customer service." Manages evaluation projects, using both quantitative and qualitative assessment tools.

Qualifications

You qualify at the GS-13 level, if you meet the following requirements: Must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to employees and managers on the interpretation and application of ethics statutes, regulations, and policies on issues including financial disclosure, recusals and gift exceptions; reviewing confidential and public financial disclosure reports or prohibited holdings reports; providing advice on possible conflict of interest violations and making corrective action recommendations; and designing ethics training courses and materials. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
