The Advanced Research Projects Agency for Health (ARPA-H) Legislative and Governmental Affairs Office is seeking highly motivated congressional affairs professionals. This is an exciting and challenging opportunity to join a dynamic group of professionals working to enhance the future of the ARPA-H.

Duties

As a Congressional Affairs Specialist your duties will include, but are not limited to, the following: Directly interact with Members of Congress and their staff concerning program and policy matters and pending legislation. Review congressional records, congressional committee reports and other source material and disseminate items of particular interest to ARPA-H executives to prepare for and follow up to congressional hearings. Coordinate, plan, and execute visits by congressional staff and Members of Congress. Collect, review, analyze, edit, and interpret complex products written by ARPA-H program offices in response to congressional reporting or notification requirements. Support senior analysts responding to Members of Congress and their staff on high priority, high profile, or complex ARPA-H issues requiring in-depth research. Support efforts by senior officials to establish a communication bridge between Legislative Government Affairs Office (LGAO) and ARPA-H Offices supporting their efforts to prepare drafts for congressional release.

Requirements

• U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify for the role of Congressional Affairs Specialist at the GS-11 level, if you meet the following qualification requirements: A. have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related; OR B. have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: drafting responses to inquiries requested by Congress; assisting with data research for congressional reports; and reviewing accuracy of congressional information for release. OR C. have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. You qualify for the role of Congressional Affairs Specialist at the GS-12 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: preparing for congressional hearings; providing data for congressional reports; and managing schedules for committee hearings. You qualify for the role of Congressional Affairs Specialist at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and interpreting congressional data; reviewing congressional committee reports and disseminating information to senior officials; and responding to members of Congress regarding program or policy matters.
