This position is located in the Office of Workforce and Management Analysis (OWMA), Office of Administrative Management (OAM), Office of the Director (OD), National Institute of Dental and Craniofacial Research, National Institutes of Health (NIH).

Duties

Responsible for developing a comprehensive ethics and standards of conduct program under the direction of the Deputy Ethics Counselor (DEC). Acts with full authority of the DEC in all matters pertaining to ethics issues, such as disclosure of financial interests, outside and official duty activities, conflicts of interest, recusals, waivers, sponsored travel, and related ethics matters. Providing advice to managers and employees regarding the application of the standards of conduct, and policies on activities with outside organizations. Conducts or oversees initial review of ethics documents makes recommendations involving several separate but interrelated steps. Assessments may affect outside or official duty activities and may involve monetary, administrative, and/or criminal consequences. Advises the DEC of pending ethics issues and appropriate corrective actions. Prepares various reports of activities provides analyses and reports on various aspects of the Institute's ethics operations, such as Division/Office outside work activities, official duties activities, and ethics training as requested by the Institute Director, the DEC, Division/Office Directors, and the NIH. Performs a wide variety of management analysis studies pertaining to NIDCR ethics operations. Is responsible for working with supervisors, management staff, and individual employees to identify problems or areas subject to improvement, and for developing systems, methods and/or procedures to resolve the issue. Serves as technical expert and authoritative resource to Institute employees, senior staff, and designated ethics contacts on matters related to the Standards of Ethical Conduct. Recommends Institute policies and procedures and monitors their implementation by the lnstitute's Division and Offices to ensure the timely, effective, and appropriate compliance with Federal Government requirements. Plans, assigns, and directs the work of subordinates to be accomplished, ensuring timely performance and quality of work. Develop and implement performance evaluation plans for subordinate employees and provide periodic feedback on performance. Provides advice and counsel to workers related to work and administrative matters.

In order to qualify for the GS-14 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting studies, analyzing findings, and making recommendations on ethics policies, regulations and statutes; applying ethics laws and policies to areas such as: outside activities, conflicts of interest, and financial disclosure; evaluating the content of new or modified legislation for projected impact upon the organization's programs and resources; translating basic legislation into program goals, actions, and services; and providing leadership to ethics staff.
