Duties

The primary purpose of this position is to serve as the Project Manager for Capability Development (CD) Data Integration, and Team Manager for Air Force (AF) Capability Architecture Solutions Team. Directs and interprets a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues, which have major impacts on national defense policy, Joint Warfighting Concept, and AF Operating Concept in the development of the future USAF Force Design. Performs, directs, and interprets a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have major impact on national defense policy in the development of enterprise-wide integration and long-range future force design. Serves as AF Futures subject matter expert on the wholistic impact of CD and force design options and various strategy and/or process-oriented capability and requirements development. Maintains continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to ensure USAF future force design and enterprise-wide CD is consistent and integrated throughout the AF community.

Qualifications

(Con.) Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Programs Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of CD programs effectiveness and the improvement of complex management processes and systems; comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of CD programs; and knowledge of state-of-the-art technology applications, such as the AF Capability Analysis Trade-off Tool, to assess and improve CD and force design as reflected in the Joint Warfighting Concept and the AF Future Operating Concept. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of technology and methods for the assessment and improvement of the integrated air and space plans, programs, and procedures for conducting and completing the major concept required capabilities (CRCs) associated with the Joint Warfighting Concept and the tasks required to successfully conduct the mission engineering threads associated with future operating strategies and concepts. Knowledge of program TMRO readiness assessments and, implications for sequence and phasing of key CD planning events and milestones, and methods of evaluating the effectiveness implications of force design courses of action. Knowledge of the DOD's Joint Capabilities Integration Development System (JCIDS); Section 804 Middle Tier Acquisition Authorities; PPBS and the policy, procedures, and schedules for developing Requirements Program Objectives Memoranda and the Army Plan (RAP), and authoritative data sources for CD programs including PPBS, Program Management Resource Tool (PMRT), and the data management systems of research and laboratory program sources. Knowledge of a state-of-the-art technology applications, such as the AF Capability Analysis Tradeoff Tool, sufficient to assess and improve the CD and force design as reflected in the Joint Warfighting Concept and service specific concepts and strategies. Skill in managerial and coordination activities sufficient to manage, review and use technology to store/consume multiple studies of future capability requirements with many variable or unknowns including mission changes, future technology, time, and threat epochs, and competing organizational interests and mission needs. Ability to plan, organize, direct program functions, lead ad hoc teams, and communicate, both orally and in writing, in a clear, concise, and accurate manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
