Duties

If selected at the GS-14 level, duties will be performed in a developmental capacity Serves as USD(A&S) and ASD(IBP) subject matter expert for DoD (including the Military Departments and other DoD Components) international cooperative research, development, acquisition, and logistics support activities. Supports USD(A&S), ASD(IBP), Director (IC), Deputy Director, Planning, Programs and Analysis (IC/PPA), and the agreements policy team on international armaments cooperation defense programs with assigned allied and friendly nations. Analyzes policy options and recommends DoD-wide policies with respect to armaments cooperation activities with assigned allied and friendly nations in the research, development, testing, evaluation, production and sustainment of military equipment. Supports the preparation and negotiation of DoD level International Cooperative Research, Development, Acquisition, Testing and Evaluation agreements. Monitor the preparation of agreements, other formal documents, acquisition projects, and ensures coordination with the Military Departments, other DoD offices, the interagency, U.S. defense industry and associations, as appropriate and required. Prepares appropriate correspondence to foreign officials and Congressional leaders. Leads special projects for the DoD and ASD IBP leadership, develops initiatives, and participates in international negotiations

Qualifications

To qualify for a Program Analyst (International Cooperation), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-14: - Experience with international cooperative research, development, testing, evaluation and logistics support agreements and policies. - Analyzes policy options and recommends DoD-wide policies with respect to armaments cooperation activities with assigned allied and friendly nations in the research, development, testing, evaluation, production and sustainment of military equipment. - Analyzes policy options and recommends cooperative research, development, acquisition, and logistic support policy and programs requiring decisions at the highest DoD and U.S. Government levels. - Interprets specialized documentation and descriptions pertaining to defense technology and equipment to assist senior DoD officials in international armaments cooperation policy. GS-15: - Experience with international cooperative research, development, testing, evaluation and logistics support agreements and policies. - Skill with various types of international cooperative research and development agreements that may be required to implement international cooperative programs. - Ability to correlate future capability requirements, research and development programs and methodologies of allied and friendly nations and industries with broader United States DoD future capability requirements and international security cooperation activities. - Ability to facilitate and lead negotiations to develop international cooperative agreements and formal documents with allied and friendly nations. - Experience with DoD strategic planning, defense requirements planning, acquisition policy, and project development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
