This position is located in the Committee Management Office, Office of the Director, Division of Extramural Activities, NIDDK. You will serve as a Senior Committee Management Specialist responsible for researching, analyzing, developing, implementing, and managing administrative policies and procedures in support of the NIDDK Committee Management Service Center.

Duties

Provide expert technical advice for the operation of advisory committees to regular members, Special Government Employees, experts, consultants, Institute Directors and Deputy Directors, Scientific Directors, Executive Officers, and other staff. Analyze Federal, DHHS, and NIH legislation, regulations and policies for compliance. Advise senior staff on a continuing basis and provide technical information on committee management policy to the Committee Management Officer and assigned officials. Evaluate and implement process improvements for special functional areas such as: committee conflict of interest management, committee records management, and committee financial management. Oversee and/or assist in the development of periodic and special reports, frequently under pressure of short deadlines. Coordinate administrative procedures within the service center to ensure compliance with the conflict of interest statutes, regulations, and NIH policy and procedures. Evaluate client needs, negotiate services and reimbursement costs, and in develop intra-agency agreements.

Requirements

Qualifications

You qualify at the GS-11 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating administrative activities for an organization; developing and implementing changes and improvements to the workflow in the office; interpreting the impact of regulations and policies on administrative programs; planning, analyzing, and evaluating priorities, resource allocations, and performance in support of operational requirements; and reviewing information and developing analytical reports with recommendations. OR Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M, if related. OR Combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating committee management operations in areas such as compliance with laws and regulations, financial management, quality assurance and administrative program management; providing customer support for committee management activities; developing draft recommendations to improve the effectiveness and efficiency of committee operations. You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating and coordinating committee management operations in areas such as compliance with laws and regulations, financial management, quality assurance and conflict of interest; providing customer support for committee management activities; evaluating the effectiveness or efficiency of committee operations; developing recommendations to improve the effectiveness and efficiency of committee operations; and preparing responses to controlled and sensitive correspondence.
