Duties

The primary purpose of this position is: To serve as a senior Air Force program analyst and to provide Air Force military rated aviator expertise in developing and disseminating planning, programming, and budget (PPBS) policies and guidelines for current and future worldwide communication, navigation, surveillance, and air traffic management requirements; and, to provide expert guidance and advice to Air Force headquarters staff and major command activities. Applying Air Force military rated aviator expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans. Using AF military rated aviator experience, prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, DOD offices and key interagency partners to integrate Air Force PPBS support actions. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans.

  • Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is required
  • Incumbent of the position is required to obtain and maintain a Top Secret Security Clearance with access to Sensitive Compartmented Information (SCI)
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. Comprehensive knowledge of the Federal, DoD, and Air Force planning, programming, and budgeting process (PPBS); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them. Knowledge of Air Force military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs, and knowledge of weapons systems. Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
