About the Position: As an Instructional Systems Specialist (ISS), serves as an ISS and quality assurance evaluator for the NCO Leadership Center of Excellence (NCOLCoE) and Sergeant Major Academy special staff quality assurance office.

Duties

Evaluate Army Enterprise Accreditation Standards (AEAS) . Ensure instructional materials are used in the intended fashion by making classroom evaluation visits and determines if staff and faculty receive appropriate training. Conduct research and uses evaluation methodologies, statistical analysis, and evaluation instruments. Perform instructional implementation and evaluation based on criteria using the ADDIE (Analysis, Design, Development, Implementation, Evaluation) process. Serve as a subject matter expert of the Army Quality Assurance Program. Provide guidance on the educational soundness of training objectives, test materials, training materials, implementing of new ideas and method or techniques.

Basic Requirement for Instructional System Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes work that involves a various duties requiring unrelated processes and methods related to the overall administration and evaluation of Army Quality Assurance Accreditation Program; serves as an evaluator, consultant, and educator in the area of training, evaluation, and methodology. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Education, Workforce Training and Education, Instructional Design. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Instructional DesignInstructional ImplementationInstructional Program Evaluation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). To be referred, applicants must meet applicable time-in-grade and qualification requirements within 30 days of the closing date of the announcement.
