Duties

Direct and establish the short- and long-range work plans and annual programs for the Division of Curriculum Development, NCOLCoE. Conduct studies and analyzes evaluation of overall curriculum performance, quality of products and content, course management, and lesson development systems (ADDIE) in order to design, develop and implement new courses or lessons within NCOPDS. Identify the need to evaluate course delivery and education and training development across all courses to ensure effectiveness of performance and quality of results. Review and approve course management plans, lesson plans, assessments, practical exercises, visual aids, support requests, and other support requirements. Develop and conduct course curriculum analysis, studies discussing findings with proponent subject matter experts, academic governance, and curriculum review conferences. Direct the execution of projects and missions directed by the Director of Training and Education, the Commandant of NCOLCoE, and the Army University Provost. Identify and approve personnel, equipment, facilities, budget, and other resource requirements for all teams to ensure effective education delivery submitting justifications and defending requirements when budget and resources are limited. Supervise team leads and serves as first line supervisor for civilian and military developers and Instructional Systems Specialist. Apply the ADDIE process for all Enlisted Joint PME and International PME in support of the SEAC and Combatant Commands. Support NATO and DEEP as a representative of Army-wide NCOPDS

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty or business travel requirement of 25% of the time.

Basic Requirement for Supervisory Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1.) designing professional military leadership training courses; 2.) evaluating military leader core competency requirements to develop training plans and material; 3.) analyzing professional military formal education programs to determine effectiveness; and 4.) developing test, measurements, and assessments of military leadership instructional programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Instructional Materials & Curriculum DevelopmentInstructional Program AdministrationInstructional Program EvaluationOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
