This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Data Scientist providing professional and scientific expertise in performance of work requiring knowledge and application of tools, and techniques for leveraging data and information technology.

Duties

Extracts relevant information from historical datasets; identifies, creates, and employs the appropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques. Participates in the planning and implementation of methods, models, and tools and partners with other analysts to identify opportunities for significant process enhancements and recommends changes. Develops data set processes. Assess data sources to determine the types of data available and how to import data into systems and models to reduce or eliminate manual reporting or processing requirements. Collaborates with Training and Doctrine Command as well as United States Army Intelligence Center of Excellence staff to devise solutions for underlying problems that may arise. Interfaces with personnel for sharing of knowledge, troubleshooting assitance, use case approvals etc.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Business travel, incumbent expected to travel TDY 5% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement: Degree: Bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (Transcripts required at the time of application.) OR Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. (Transcripts required at the time of application.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: one year of specialized experience which includes 1.)Formulating of analytical/mathematical procedures to solve business and operational data problems; 2.) Planning and conducting analytical studies of business and operational problems; 3.) Creating and presenting analytical reports for audiences of all levels.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time In Grade: Time in grade does not apply because this is a DoD DHA solicitation and the subsequent appointments results in a new federal civil service appointment.
