This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Chief, Knowledge Management Division, by leading, managing and planning data-enabled analysis and visualization feeding the Common Operating Picture for decision-makers.

Duties

Responsible for the application of operations research and data analysis techniques. Plans, coordinates, and executes studies of marked difficulty and responsibility using data modeling techniques and procedures, data trends analysis and the development of mathematical data algorithms. Provides analysis, produces data analysis leveraging data science methodologies and applies modeling techniques Identifies study’s objectives, defines requirements, metrics, measures of effectiveness, and expected outcomes. Applies advanced operations research and data science techniques for quantitative and qualitative analysis. Anticipates, identifies, and defines major problems and future needs, seeks root causes, and develops practical courses of action and timely solutions. Prepares reports and creates/delivers presentations to the organization, senior leaders, and other external groups. Formulates analytical/mathematical procedures to solve operational data problems. Collaborates with peer analysts and data scientists across DoD to provide data analyses, formulate, test and evaluate new data theories, principles and concepts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Business travel, incumbent expected to travel TDY 10% of the time.
  • This position is a supervisory position within General Schedule Supervisory Guide (GSSG). A one year probation may be required unless already served.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the educational and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Data Scientist: Degree: Bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (Transcripts required at the time of application.) OR Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. (Transcripts required at the time of application.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1.) Working with complex data sets to perform analysis of volumes of data; 2.) Apply advanced operations research and data science techniques for quantitative and qualitative analysis, forecasting, predictive modeling that validates analysis and outcomes; 3.)Provides expert consultation and briefings to key personnel. 4.) Applying analytical and evaluative techniques to solve operational data problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time In Grade: Time in grade does not apply because this is a DoD DHA solicitation and the subsequent appointments results in a new federal civil service appointment.
