This position is located within the Division of Health Professions Support (DHPS), Office of Human Resources (OHR). The incumbent will serve integrally in the coordination, planning, monitoring, management and evaluation of recruitment and outreach program initiatives. Additionally, the selectee will work on the development, implementation and update of recruitment marketing concepts, strategies and comprehensive recruitment and marketing programs targeting Health Professionals.

Duties

Recruitment Program Management Develop strategies, utilizing marketing concepts, planning successful tactics, organizing, implementing as well as evaluating a comprehensive recruitment and marketing program for Health Professions recruitment needs across the agency. Serve as a Recruitment and Outreach Program Coordinator for Health professions recruitment in IHS. Provide Coordination in the planning, monitoring, management and evaluation of Health professions recruitment, and provides subject matter assistance in marketing concepts, planning successful tactics, organizing and implementing as well as evaluating a comprehensive recruitment and marketing program for Health Professions recruitment needs across the IHS. Recruiting and Outreach Activities Coordinates all activities, tasks and information regarding the acquisition and placement of health professions applicants with appropriate IHS Area Office HR personnel staff, Area Recruiters, and selecting officials. Stakeholder Engagement Engage, educate, advise and follow up with interested Health Care professionals seeking information on employment in the Federal hiring process. Educate and train stakeholders on recruitment initiatives, resources, programs and online recruitment tools.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Miscellaneous Administration and Program Series 0301 (opm.gov)In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. To qualify at the GS-09 level, you must meet the following: Specialized Experience: Experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Qualifying examples of specialized experience must include, but is not limited to: 1. Maintaining relationships with academic, professional, and/or community partners to support on-site recruitment activities where established relationships exist; AND, 2. Balancing personal workload with consideration for competing priorities, resources available, and deliverable timelines; AND, 3. Using social and professional networking platforms to promote awareness of an organization and its recruitment events; AND, 4. Contacting prospective leads for members, volunteers, or employees to share information about recruitment events for a variety of organizations, e.g., Greek-letter organizations, affinity groups, alumni organizations, civic or social clubs, faith-based organizations, non-governmental organizations (NGOs), branches of the Armed Forces, public or private sector employers. OR Master's or equivalent Graduate Degree: Education at the graduate level in an accredited college or university that demonstrates possession of the knowledge, skills, and abilities necessary to do the work. OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related OR I have a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify. To qualify at the GS-11 level, you must meet the following: Specialized Experience: Experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Qualifying examples of specialized experience must include but is not limited to: 1. Building relationships with academic, professional, and/or community partners to support on-site recruitment activities where new relationships are needed or none exist; AND, 2. Balancing workload for a team or project with consideration for competing priorities, resources available, and deliverable timelines; AND, 3. Using digital platforms and communication mediums to reach active and passive candidates, (e.g., social networking, job boards, search engine optimization); AND, 4. Generating prospective leads for members, volunteers, or employees in a variety of organizations, e.g., Greek-letter organizations, affinity groups, alumni organizations, civic or social clubs, faith-based organizations, non-governmental organizations (NGOs), branches of the Armed Forces, public or private sector employers. OR Completion of a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work OR 3 fullyears of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR I have a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS 11 grade level. Must submit transcripts Time In GradeFederal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).You must meet all qualification requirements within 30 days of the closing date of the announcement.
