This position is located in the Office of the Chief Information Officer (OCIO). The supervisor is Caroline Carusone.  This  position is insert Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Duties

The successful candidate will serve as the Technical Assistant to the Director and Deputy Director of the Office of the Chief Information Officer (OCIO). Assignments involve directing substantive policy and strategy matters essential to the direction and operation of OCIO, including: conducting highly complex long-term IT modernization and strategic planning; strategic workforce planning; budget formulation, execution, and programming; Operating Plan development and assessment; short-term planning; program or policy issue resolution; and leading communications and coordination with the Office of the Executive Director Operations staff and across the agency.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.   The ideal candidate possesses demonstrated leadership skills, business acumen, and strong history of forging partnerships across diverse organizations. They are highly attuned of external awareness and adept at strategic integration, building coalitions, and driving change to improve operations within complex organizations and will be able to demonstrate the following: In-depth experience with federal IT/IM budget formulation, budget execution, funds accounting and operating plan processes. Provide examples of your experience and training related to IT/IM budget formulation, budget execution, funds accounting and operating plan processes. Demonstrated business acumen in related to IT/IM strategic plans or roadmaps, integration strategies, and innovative change to improve operations within complex organizations. Provide specific examples of the types of analyses, evaluations, and studies you have performed, including the purpose, complexity and results of your analyses. Demonstrated analytical ability to plan, organize and perform a variety of IT/IM programmatic and administrative functions and activities involving competing priorities and deadlines. Provide examples where you have successfully multi-tasked, including the types, scope and complexity of activities and programs you have supported. Demonstrated ability to interact and work effectively with management and staff at all levels, representatives of other federal and state agencies, stakeholders and members of the public, and to achieve cooperation and consensus among parties with diverse and often conflicting viewpoints or objectives. Provide examples that required you to use tact, diplomacy, and negotiation skills to achieve cooperation and develop consensus. Demonstrated ability to effectively communicate information, ideas, and advice in a clear, concise, and logical manner, with colleagues, management, and with representatives of professional groups or other Federal or State agencies. Provide accomplishments that demonstrate written and oral communication skills and your ability to use formal and informal networks to build support for IT/IM programs and ability to strategically analyze information and data to inform and develop sound recommendations for implementation. SPECIALIZED EXPERIENCE is defined as demonstrated experience applying evaluative, planning, and analytical processes and techniques (quantitative and qualitative) for measuring the effectiveness, efficiency, and productivity of administrative or IT/IM programs. Knowledge and experience in implementing IT tools and systems to further IT, data, and governance maturity for OCIO and the agency.
