The Supervisory Program Specialist for the Compensation & Pension (C&P) Unit within Patient Business Service's Ambulatory Care & Processing Section (AC&P) with supervisory responsibility for the administrative staff in C&P. The incumbent also serves as a Program Specialist to the Integrated Disability Evaluation System (IDES) for the Cincinnati VA Medical Center. The incumbent reports directly to the Chief, (AC&P).

Duties

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: The Supervisory Program Specialist has direct management responsibility over the C&P program under Patient Business Services. It is the incumbent's responsibility to coordinate and direct the activities of the C&P and IDES programs as well as additional duties/projects as assigned by the Chief, Patient Business Services (PBS). The incumbent functions at a high level of responsibility and authority including: coordinating IDES related matters between all areas of the Medical Center, in which any IDES examination(s) can be performed; Veterans Benefits Administration (VBA); and the Veterans Integrated Service Network (VISN). The incumbent assumes responsibility for the day-to-day oversight and management of the C&P program, identifying areas requiring attention and recommends and coordinates courses of action with the VISN C&P/IDES Program Manager, PBS, and VAMC leadership. The incumbent develops, implements, and maintains various C&P/IDES program aspects based on national regulations, procedures, and guidance. Compiles, monitors, and submits monthly program reports to the VISN 10 C&P Program Manager, including workload. Conducts weekly C&P/IDES team meetings with VHA and VBA staff to assess program implementation and effectiveness, identifying gaps and taking corrective action when necessary. The incumbent will assure compliance with all regulations and policies. Must deal individually with all administrative and clinical personnel assigned to C&P. Incumbent is looked upon as the specialist in all administrative matters within C&P. The incumbent participates in national VHA/VA conference calls and IDES POC calls; attends and holds meetings with involved facility staff along with VISN POC to ensure processes and procedures are appropriately implemented and followed; and ensures performance measures are met and reports identify performance gaps to facility and VISN leadership, along with proposed corrective action. Incumbent provides hands-on leadership and training to involved staff and provides oversight and guidance for the IDES scheduling. The incumbent provides full support in the planning, coordination, analysis, and execution of administrative policies, programs, and operations within the C&P section. The incumbent utilizes his/her broad perspective and understanding of health care policy and operations to design strategic plans and achieve balanced operation with maximum utilization of manpower, space, and funds. The incumbent works closely with Service Chiefs and other key personnel in the formulation of projects, reports, strategic plans, resource utilization, needs assessments, and assigned administrative activities. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:- Maintain responsibility for oversight and management of the C&P Program by developing, implementing, and maintaining program aspects based on national regulations, procedures, and guidance.- Compile, monitor, and submit monthly program reports to the VISN to include billing and workload data.- Provide direct supervision for supporting clinical and administrative staff; responsible for the technical quality, quantity, and timeliness of work produced by subordinates.- Set priorities and assigns work to be accomplished to meet priorities; gives advice, counsel, and instruction to individual employees on administrative matters; interviews, recommends appointments, promotions, and reassignments involving candidates for positions; hears and resolves complaints. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
