About the Position: Responsible for planning and executing diverse personnel and administrative actions, as well as obtaining and providing a variety of management services essential to the direction and operation of the US Army Enterprise Cloud Management Agency (ECMA).

Duties

Develop long and short-range goals for personnel staffing and recruitment. Determine personnel staffing priorities in accordance with the command's Table of Distribution and Allowances (TDA). Advise leadership on recruiting, awards and recognition, staffing, downsizing initiatives, and labor management. Monitor time keeping records for personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a Secret Security clearance.
  • One year trial period may be required.

Qualifications

Position may be filled as time-limited appointment, Term Not to Exceed 3 years. This position is a TERM position. It is time-limited and may be extended up to a maximum of eight years. Employees who accept time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment. Specialized Experience: One year of specialized experience which includes applying staffing and placement concepts/practices to plan a future workforce; advising leadership on personnel related concerns to include awards, staffing and/or labor management; and monitoring time keeping records and/or security clearance investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
