The primary purpose of this position is to serve as a program analyst in the Defense Cyber Crime Center's, Business & Technology Operations Directorate (BTO), Program Management Office (PMO).

Duties

Provides expert guidance in support of the development of long-range and short-range program planning and scheduling to coordinate and prioritize DC3 projects. With the absence of firm guidance, employee provides expert direction to DC3 through continual analyses and interpretation of Department of Defense (DoD) Strategy, and Congressional legislation. Develops, selects, adapts, and employs qualitative and quantitative methods for assessing the efficiency and effectiveness of programs, program policies, practices, and procedures. Prepares analysis, metrics, schedules, and maintains continuous contact with commands to ensure program objectives, recommends performance measures to leadership to ensure adequate and efficient execution of resources and informs commands of any potential or immediate change in plans and policies. Evaluates total program performance to detect potential problem areas and initiates corrective actions. Develops resource requirements, evaluates against available resources, and develops and prepares budget submissions for assigned programs. The incumbent will support the Program Management Office (PMO) in the execution of programs, projects, and initiatives to operate a National Cyber Center in support of the President's National Strategy to Secure Cyberspace, other national security initiatives, and the Department of Defense. The incumbent will support the execution of the Executive Director's vision in support of the integrated mission accomplishments of all directorates within DC3. Employee will support the development and implementation of the organization's strategic policy by developing project schedules to execute strategic objectives. Establish, revise and review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Provides oversight and business management, technical expert leadership, staff coordination, and consultation in functional areas of procurement and contracting, including implementing new developments and providing policy interpretation. Supports the PMO for contracting matters and business decisions and strategies. Assists with evaluating and developing, project metrics, policies and procedures pertaining to contracting matters to facilitate the accomplishment and execution of pre and post contract actions. Works closely with the PMO and principal directors to provide maximum contract flexibility while ensuring efficient use of funding. Works with contract Technical Point of Contact (TPOC) to review performance of contract line items or deliverables, project schedules, contractor risk, and cost performance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert organizational performance of analytical and evaluative methods for the assessment and improvement of organizational program planning and evaluation, to include knowledge of the DoD's mission, goals, and objectives to effectively support programs; to devise methodologies and techniques, and to identify and propose solutions to management problems associated with broad and difficult programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of developing project control processes, project schedules, scheduling procedures, business rhythms and implementing tools that provide project management oversight. 2. Knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of programs, program policies, practices, and procedures. 3. Ability to recognize, gather, and mine program data for interpreting and analyzing such information to evaluate overall program performance. 4. Ability to manage and adjust workload to accommodate rapid and significant increases in short notice tasking. 5. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintain good working relationships. 6. Ability to extract contract requirements, develop metrics, and report on contract execution. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
