This new position supports the Chief Learning Office (CLO) in DCSA's Security Training Directorate (ST). The incumbent of this position will perform functions required to design, implement, and maintain an emerging service offering for ST-learning and credentialing pathways for DCSA gatekeepers and Defense Security Enterprise (DSE) security professionals including civilians, military and contractor personnel.

Duties

The incumbent is responsible for establishing and maintaining ST's brand new Credentialing Program, which includes role-based and functional learning pathways that result in credential attainment by security professionals within DCSA, the DSE, and potentially Industry. The incumbent plans, executes, analyzes and evaluates the effectiveness of the Credentialing Program. As a PROGRAM ANALYST you will be responsible for the following duties:

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Security education program standards and credentialing techniques; Designing role and function-specific credentialing programs; Evaluating the effectiveness of credentialing programs; Policies, processes, and procedures to implement, monitor, and evaluate security professional development programs, credentialing, and activities. Specifically you will be evaluated on the following competencies: 1. Decision Making Makes sound, well informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. 2. Oral Communication Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. 3. Program Planning, Review and Evaluation Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. 4. Qualitative/Quantitative Analysis Examines and evaluates data to manage and achieve results. 5. Program Management Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.
