The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Contract and Acquisition Law Division.

Duties

Serves as principal legal advisor to the local directors, Complex Commander, and subordinate and tenant unit commanders and managers on all acquisition and business law matters in all phases of Federal contracting including formation, administration, termination, protests, disputes, and appeals. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Contract and Acquisition Law Division before a wide variety of individuals and organizations both on and off site.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Duties Performed at the GS-14, GS-15, or Equivalent Level. Assignments require the first professional law degree (LL.B. or J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments. In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. Attorneys performing duties in NSPS YA3 or YC3 (pay set above entry level), GS-15, or equivalent-level positions are expected to perform with substantial independence even when working on the most complex or difficult matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and ability to interpret statutes, federal laws, regulations and supplements thereto, DoD Directives, Air Force Instructions and Policy Directives, and the case law of relevant federal courts and administrative adjudicative bodies related to Federal Government acquisition and contract law. 2. Ability to supervise, mentor, assist and train less experienced attorneys, as well as commanders, managers, and personnel specialists in the evaluation of complex legal issues relating to federal acquisition policies, laws and regulations. 3. Skill in representing and advocating for the Air Force with Congressional delegates and other personnel at all levels of the Federal Government. 4. Effective oral communication and skill in writing sound and persuasive memoranda, briefs, reports, plans, and pleadings. 5. Ability to recognize and appropriately handle issues of precedent-setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest. 6. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
