The primary purpose of this position is to Support the Staff Judge Advocate and the commands by providing legal advice in the area of Federal employment, labor law, with an emphasis on civil rights issues, to include employee discipline, grievances, workers' compensation issues, collective bargaining agreement interpretation, and other related matters.

Duties

Provides counsel and advice covering full range of employment, labor, and personnel law matters to management, including required representation for the Air Force in third-party administrative proceedings concerning employment-related disputes. Serves as legal advisor on employment and labor matters. As the agency representative in employment disputes, the incumbent engages in settlement negotiations, as appropriate, with opposing parties. The incumbent provides assistance and guidance to eligible legal assistance clients regarding personal civil matters under AFI 51-304 (Legal Assistance, Notary, Preventive Law and Tax Programs), in the areas of, for example, wills and estates, powers of attorney, probate forms, divorce, annulment, separation agreements, affidavits, change of name forms, consumer affairs, landlord-tenant law, real property, taxes, and other general civil law matters.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Attorney Series. GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. AND PROFESSIONAL LEGAL EXPERIENCE: You must have professional legal experience in excess of two years commensurate with the duties and responsibilities of this position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal, state, and local laws, regulations, precedents, and procedures related to government-related litigation and federal employment and labor issues. 2. Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations. 3. Ability to communicate effectively, both orally and in writing. 4. Ability to direct, coordinate, and review the concerted efforts of teams of specialists. 5. Ability to recognize and appropriately handle issues of precedent-setting nature, delicacy, or importance to agency goals, national and international importance, or high public interest. 6. Ability to research case law and regulations relating to legal issues, inclusive of computer-based research tools. 7. Skill in developing negotiation strategies and negotiating settlement agreements. 8. Skill in presentation of, and opposition to, evidence and arguments made in third-party proceedings. 9. Skill in writing briefs, appeals, motions, oppositions and other writings intended to be persuasive to a neutral third-party or to clearly and precisely reflect agreements or positions.
