This position is located at the St. Louis, MO Headquarters, under the Servicing & Asset Management Office (SAMO), Customer Loan Servicing Directorate, Program Assistance Division, Customer Advocacy Branch (CAB). The incumbent will serve as a Branch Chief over the CAB; Advising management officials of higher rank; advising on technical work and administrative matters; planning long range staffing needs; making and approving selections for subordinate supervisory positions.

Duties

Serves as the Customer Advocacy Branch Chief in the Servicing and Asset Management Office. Provides active leadership in Equal Employment Opportunity program administration. Directly, and indirectly through Section Supervisors, supervises a staff of administrative and, in some cases, technical employees, responsible for providing assistance to SAMO customers. Defines objectives and general operating procedures; exercises related personnel management functions, which include the development and assignment of goals, objectives and policies for subordinate supervisors and organizations. Initiates and participates in special projects related to multiple RD programs. Researches issues, gathers and analyzes data, and provides reports as necessary. Reviews basic legislative requirements and provides comments to draft legislation. Identifies, reviews, and evaluates program inadequacies. Research escalated accounts originated from national, state, field offices, congressional offices, third parties, Office of General Counsel, U.S. Attorneys, Credit Reporting Authorities, borrowers, regional and state banks, housing agencies, etc.

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-13) in the normal line of progression for the position being filled. GS-14: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent. Specialized experience is defined as performing the full range of supervisory functions and providing appropriate supervision to ensure staff has the skills, knowledge, tools, training, feedback, priorities, and automation support they need to accomplish their jobs; experience in managing strategic planning initiatives to help forecast goals, deliverables, and initiatives for the organization; experience utilizing a wide range of qualitative and/or quantitative methods for the assessment and improvement of organizational and mission effectiveness, or the improvement of complex management processes; experience planning, organizing, and directing team work; experience collaborating strategies effectively with management across organizational boundaries to develop and implement recommendations where the proposals involve substantial agency resources, or require extensive changes in established procedures. Experience resolving the most complex customer issues and providing answers to escalated customer questions related to mortgage loan servicing. There is no substitution of education for experience at the GS-14 level.
