This position is located in the Immediate Office, Business Center, Operations Office, Servicing and Asset Management Office, Customer Servicing Loan Directorate, Direct Loan Division, Single Family Housing Branch, Quoting Section, Rural Development (RD), US Department of Agriculture (USDA). The primary purpose for this position is to oversee a section responsible for completing complex assignments in support of the organization's cost-effective loan servicing and asset management programs.

Duties

Establish capacity plans to identify forecasted volumes and full time equivalent (FTE) requirements necessary to complete tasks within established time standards. Make changes in policies and procedures related to assigned area so systems can be implemented to significantly improve overall operations and to meet regulatory requirements. Develop and maintain process flows, procedural manuals, and desktop procedures. Create, maintain and analyze servicing system reports for special analysis and to maintain servicing system data integrity.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: effective customer service (internal and external) as it relates to mortgage servicing and/or payoff processing policies and programs; create opportunities and methodologies to obtain and analyze input/feedback from customers; reviewing complex mortgage servicing and/or payoff processing programs and management processes; developing and recommending new or improved programs and policies which foster collaboration and improves customer experience; identifies more efficient or effective ways to accomplish workload and program objectives; analyzes data, summarize results, and prepare reports and briefings; developing standard operating procedures, in collaboration with programs, that are designed to improve efficiency and increase customer satisfaction; performs a full range of supervisory functions and provide appropriate supervision to ensure staff has the skills, knowledge, tools, training, feedback, priorities, and automation support they need to accomplish their jobs.
