As an International Development Finance Analyst, you will assist investment officers with researching and preparing reports on economic and political environments in foreign countries, reviewing applications for financing, drafting due diligence and other documentation for underwriting, commitment and disbursement, including building complex financial models and conducting financial analysis for projects.

Duties

Arranges, prepares for and participates in meetings and calls involving different stakeholders related to origination, underwriting and execution of project and corporate financing of investment projects located in emerging and developing countries. Researches and drafts written narratives of the economic and political environment in the foreign countries where proposed investment projects are located. Analyzes corporate financial statements, including profit-and-loss, cash-flow, and balance sheet statements, and presents findings. Reviews, tests, and develops complex financial models in Excel to evaluate creditworthiness of potential borrowers. Assists with preparation of internal approval documents (e.g. Screening, Credit Committee, Investment Committee and Board papers) particularly in proper formatting of data. Completes risk profiles and investment return calculations for companies' loan and investment guarantee applications. Prepares country due diligence briefing materials prior to overseas travel. Identifies parties for Know Your Customer ("KYC") background checks. Requests and obtains internal KYC approvals and summarizes findings in written conclusions. Creates PowerPoint and Excel charts for use in various approval processes and presentation materials. Please Note: This is a Bargaining unit position represented by AFGE, local 1534.

  • Must be a recent college graduate who received a baccalaureate or graduate degree from an institution of higher education, not later than two years after the date on which the individual received their degree.

Qualifications

Applicants may qualify at the GS-09 level, if they fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service working in an international development, business, or finance environment, plus experience including two or more of the following: (1) reviewing company financial information and producing analysis; or (2) preparing or analyzing company financial projection models; or (3) conducting research on the economy, a target sector, or a business opportunity in international markets. OR B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. Examples of qualifying fields include International Development, International Business, Finance, or a closely related field. OR C. A combination of education and experience as listed above. Applicants may qualify at the GS-11 level, if they fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service working in an international development, business, or finance environment, plus experience including two or more of the following: (1) reviewing company financial information and producing analysis; or (2) preparing or analyzing company financial projection models; or (3) conducting research on the economy, a target sector, or a business opportunity in international markets. OR B. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Examples of qualifying fields include International Development, International Business, Finance, or a closely related field. OR C. A combination of education and experience as listed above.
