Duties

The Department of Energy's (DOE) Office of Fossil Energy and Carbon Management - Headquarters is looking for a dynamic, innovative, seasoned executive to lead the activities associated with technologies and approaches that will reduce the environmental impacts of our historical and continued dependence on coal, oil, and natural gas. As the Director Office of Regulation Analysis and Engagement you will: Direct the Office organizational activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Determine the financial and personnel resources needed to achieve mission objectives and support mission operations. Provide evaluation/analysis of liquified natural gas (LNG) safety, security, commercial, geopolitical, and policy issues for Department of Energy (DOE) Executive Management, other DOE offices, and the U.S. Energy Information Administration (EIA) through action memos, position papers, presentations, and briefings on LNG-related issues. Conduct studies and analysis in support of public interest determinations in response to applications to export natural gas to non-free trade agreement countries. Monitor, analyze, and evaluate data and articles on global oil and natural gas markets. Provide evaluation, analysis, and research on U.S. oil, natural gas, and LNG import and export activity to other DOE offices, EIA, and other Federal agencies to support energy policy development. Develop engagement strategies and leads outreach with domestic stakeholders, foreign government officials, and non-government organizations on fossil energy related topics to include technical assistance and energy and environmental justice considerations.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Demonstrated knowledge of complex national and international issues and concepts relating to technologies, policies, and approaches to address and mitigate the environmental impacts of historical and continued dependence on fossil fuels. MTQ 2: Demonstrated ability to lead and direct organizational and/or programmatic efforts to establish long-term organizational objectives in a regulatory environment for a public sector, private sector, or military organization. MTQ 3: Demonstrated experience representing an organization and dealing successfully with high level officials within and outside Government, including Congress, Federal and state governments, and industry.
