The primary purpose of this position is: First level supervisor exercising control over nonsupervisory employees assigned to 673 CS/SCXK, Knowledge Operations Section. Supervises the JBER Official Mail Manager (OMM), Base Records Manager (BRM), Publications and Forms Manager and the Freedom of Information Act Manager (FOIA)/Privacy Act Officer (PAO).

Duties

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Alternate manager for the Freedom of Information Act (FOIA) and Privacy Act (PA). In absence of FOIA/PA manager administers the program IAW public law. Plans, organizes, and directs the activities of the Base Records Management Office and Freedom of Information Act Office ensuring compliance with legal and regulatory requirements and meets customer needs. Manages and oversees the development and operations of a centralized scheme of records, management applications, policies, principles, standards, and guidelines for paper, electronic, or any other format or records, to include requirements for archiving this information. Plans, organizes, and directs the activities of the Official Mail Center ensuring it complies with legal and regulatory requirements and meets customer needs. In combinations with the Official Mail Manger (OMM), establishes policies and procedures for the Official Mail Center. When needed, plans, organizes, and directs the activities of the Enterprise Information Management and Publications and Forms Programs. Supervise management of Enterprise Information Management team to ensure Knowledge Operation Management (KOM) as a Focal Point provides support for AF Portal, SharePoint™, TMT site development activities, and management of permissions to the JBER-Elmendorf populous.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the ability to assess the productivity, effectiveness, and efficiency of program operations or to analyze and resolve problems in the effectiveness and efficiency of administrative responsibilities. Able to supervise complex administrative and technical professional services provided to the Joint Base and the surrounding metropolitan area. Conducts program reviews to determine compliance with agency program and administrative policies and instructions. Prepares formal reports of violations detected. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users. Knowledge of two or more information management areas, e.g., Freedom of Information, Privacy Act, records, forms, directives, correspondence, mail. Knowledge of financial control, budget systems, and management as they relate to Official Mail Cost Control Program and postal expenditures. Knowledge of safety and security regulations, practices, and procedures. Skill in executing projects and/or studies within established financial and time constraints. Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
