The primary purpose of this position is to lead general planning efforts for Agile Combat Employment (ACE) and Dynamic Force Employment (DFE) within the 673d Air Base Wing (673 ABW) Plans and Programs Office (XP).

Duties

Deputy Wing Plans Officer. Leads planning efforts for BOS-I support of Agile Combat Employment (ACE) and Dynamic Force Employment (DFE). Manages and coordinates Multi-Capable Airmen (MCA) training and development. Readiness Management and Reporting. Installation Control Center/Emergency Operations Center Support. Signature Management Program. Incumbent is responsible for executing the 673 ABW Signature Management Program using Air Force (AF) instructions, guidance, regulations and directives to test response to a broad range of Air Force Instruction (AFI) and Pacific Air Forces (PACAF) directed requirements.

  • Prior entry into this specialty, an advanced degree is desirable in management, business administration, international affairs, or political science.
  • A minimum of 12 months of experience is desirable in functions of this specialty.
  • Must meet physical requirements for immediate worldwide deployment to remote locations that may not have adequate medical facilities.
  • A pre-employment physical examination will be required.

Qualifications

Continued Conditions of Employment The incumbent must pass an initial pre-employment medical examination, periodic medical examinations and required physical fitness/physical agility tests. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements. Selectee must meet requirements specified on SF 178, Certificate of Medical Examination for position at overseas/deployed locations due to the following. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The theater commander may specify theater unique medical/ physical deployability criteria. Emergency essential/deployment related medical /dental/ psychological examinations and required immunizations are at no expense to the employee. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge in Air Force methodology of procedures and policies for military deployment, employment, emergency response, and security planning, including equipment assigned and training requirements of personnel. Thorough knowledge of a wide range of qualitative and quantitative methods for developing, updating, and maintaining all 673 Air Base Wing (ABW) and installation plans. Knowledge of coordinating plans development with Head Quarters (HQ) Pacific Air Forces (PACAF), 11 Air Force (AF), Alaska Command (ALCOM), 3 Working Group (WG) and civil authorities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed knowledge of procedures and policies for military deployment, employment, emergency response, and security planning, including equipment assigned and training requirements of personnel. Knowledge of natural disaster response procedures, air base operability, hazardous materials, weapons of mass destruction, training techniques and use of special equipment. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements. Knowledge of and ability to develop training programs and conduct training and evaluations. Skill in developing, analyzing, directing, operating, and evaluating deployment/employment, emergency response and Anti-Terrorism operations, inspections, exercises and programs. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities; must work well with people, especially in the planning and coordinating phases of the job. Ability to gather, assemble, analyze facts, draw conclusions, and devise solutions to problems. Thorough knowledge of numerous procedures applicable to proper execution of agreements and the effect of agreements upon expenditure of base resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
