Consider joining the Office of Federal Advisory Committee Policy (OFACP), Immediate Office of the Director (OD), National Institutes of Health (NIH). OFACP is responsible for developing and implementing policies, guidelines, standards, and procedures for the establishment of Federal advisory committees and appointment of committee members and for the utilization and management of approximately 148 chartered NIH Federal advisory committees.

Duties

The OFACP Program Analyst: Analyzes and reviews nomination slates for prospective advisory committee members appointed by the President, the Secretary, HHS, the Director, NIH and Principal Deputy Director, NIH Reviews federal advisory committee meeting notifications for publication in the Federal Register. Conducts research and other activities in support of the Director and Deputy Director, NIH, NIH's ICs, and the Director, OFACP. Provides oversight, leadership and training for approximately 60 IC Committee Management Officers, IC Committee Management Specialists, Program Analysts, and Program Assistants involved with the management of NIH's 148 active Federal advisory committees. Oversees the development of periodic and special reports, frequently under pressure of short deadlines. Develops various statistical tables and reports, new or modified work methods, management processes and procedures for administering program services, guidelines and procedures for program operations. Recommends areas and methods by which efficiency of operation can be improved. Provides management and oversight to improve the effectiveness and efficiency of OFACP, including planning, coordinating, implementing and integrating related IMPAC II committee management module activities. Coordinates preparation of statutory reports and responses to Qs and As from the NIH to the Congress, the OMB, the GSA, including negotiations with Department officials. Applies established laws, regulation policies, and procedures.

Requirements

Qualifications

You qualify at the GS-11 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing the effectiveness, efficiency and productivity of conventional problems involving program operations; reviewing the effectiveness of policies and procedures related to the management and administration of proposed legislation, laws, regulations, policies, and guidelines, both internal and external, affecting advisory committee or administrative program management; gathering and organizing statistical information to improve the effectiveness and efficiency of advisory committee or administrative program management activities; and drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of advisory committee or administrative program management operations. OR B. Completion of a a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related. OR C. A combination of education and specialized experience that meets the qualification requirements for this position. You qualify at the GS-12 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and measuring the effectiveness, efficiency and productivity of organizational programs; performing studies and analyses to evaluate the effectiveness of proposed legislation, laws, regulations, policies and guidelines, both internal and external, affecting advisory committee or administrative program management; implementing procedures to improve the effectiveness and efficiency of federal advisory committee or administrative program operations; coordinating the review and analysis of the existing legislative base and assessing the adequacy of authorities to meet present and planned advisory committee or administrative program management objectives; and planning, analyzing, coordinating and directing special studies bearing upon the nature, magnitude, and prospective impact of advisory committee or administrative program management legislation, regulations, and policies on the agency. You qualify at the GS-13 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: setting standards and maintaining quality control of advisory committee management work products sent for review; providing oversight and training to stakeholders encompassing the range of federal advisory committee activities, policies, and procedures; identifying problem areas and providing recommendation and direction in the development or revision of policies, procedures, and internal control mechanisms necessary to ensure sufficient program operations and the allocation and management of resources; employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness of policies and procedures related to the management of advisory committee activities which have an impact across an organization; and developing and implementing procedures to streamline federal advisory committee policies and operations.
